Engineering Group of OISD is a nodal agency lending support to other groups in OISD on technical matters besides making new standards and revision of existing engineering standards on the basis of technical developments/ advancements. The cross-country pipeline activities are also co-ordinated by the group. Following are the areas of work of the group: |
2. |
Pre - Commissioning Safety Audits: Pre-commissioning Safety Audits of new facilities in cross country Pipelines and in downstream installations are carried out on the basis of structured check lists and walk through observations. Carrying out of internal safety audit by muti-disciplinary groups, filling up of OISD checklist and certification that all project work is over and installation is ready for commissioning are precursors to Pre Commissioning Safety Audit. |
3. |
Accident Analysis: Engineering Group is involved for investigation of fires and accidents to bring out factors responsible for occurrence of various type of incidents and suggest remedial measures to prevent recurrence. Case studies are presented at various forums for dissemination. |
4. |
Development of OISD Standards: Engineering Group facilitates preparation of related OISD standards taking into consideration international standards such as IEC, ASME API, NFPA etc. to help the oil industry to follow common safety norms. Two new standards have been approved by Safety Council, These are OISD- STD- 226 on “Natural Gas Transmission Pipelines and City Gas Distribution Networks” and OISD- STD- 214 on “ LPG Cross Country Pipeline”. The existing standard OISD- STD-129 on “ Inspection of Storage Tanks” has undergone total revision and was approved by Safety Council. The group has taken up nine other standards on inspection of rotary equipment for total review along with two new standard on safe practices for Sucker Rod Pumps and Cavern Storage. |
5. |
Safety Workshops: Engineering Group facilitates such workshops in close coordination with industry. Industry members are encouraged to share and disseminate experiences and knowledge through presentation of papers and discussions. A paper on "System Reliability through Electrical Safety in Petroleum Industry" was presented recently at Hydrocarbon Asia Conference at Kuala Lumpur in April 2006. |
6. |
In-house Magazine: The group facilitates publishing of quarterly house journal 'Petrosafe’ magazine and monthly News Letter. The industry’s experience in fire & safety and technical advancements are shared through this effort. |
7. |
Miscellaneous: The group maintains the library, the documentation system and procurement of books & periodicals based on requirements. The Computer maintenance and procurements of related hardware & software is organised by the group. The website maintenance & updation work is facilitated by the group. |
8. |
Revision of Standards: Total revision of OISD-STD-139 & OSID-STD-128, 130,115 have been taken up with an objective of easy understanding and technological updation. |
