1. Introduction

Ministry of Petroleum & Natural Gas formed OISD in 1986. Exploration and Production (E&P) Group activities were added in 1993.

2. Activities of Exploration & Production (E&P) Group
|
2.1 External Safety Audit
|
OISD undertakes External Safety Audit of E & P on-land Installations of Upstream PSU Companies ONGC & OIL. As on 31st March 2004, the ONGC has 225 Production Installations, 73 Drilling Rigs and 54 Work-over Rigs on-land. OIL has 51 Production Installations, 13 Drilling Rigs and 14 Work-over Rigs on-land. From 2005 onwards, OISD is to conduct ESA of installations under Pvt./JV operations.
OISD started conducting ESA in November’1994 and has covered 915 installations as on 1st March’06. The methodology of ESA is based on exhaustive checklists developed with the help of the industry covering provisions of various statutes, relevant OISD standards, and industry’s expertise. 2nd and 3rd rounds of ESA is underway. During the year, 32 E&P locations of ONGC & OIL and 1 PSC location CANARO – Amguri were audited upto 1st March 2006. ESA of installation under Pvt./ JV operations (NIKKO and CEIL) locations in Gujarat are planned in March 2006.
During the audit, there is a sharing of information and experience among team members and auditees. OISD has observed continuous improvement in the awareness related to safety at installations. There is a marked improvement in maintaining documentations. Most of the drilling rigs and work over rigs have installed top-man escape device, fall prevention device, crown-o-matic and floor-o-matic device. At production installations, there is improvement regarding fixed fire fighting system, remote ignition system at heater treater / Bath heater, earthing of equipment, use of personal protective equipment & house keeping.
Status of implementation of ESA recommendations/observations is periodically forwarded to Ministry of Petroleum and Natural Gas for perusal. The same is further reviewed in Steering Committee Meetings and in Safety Council Meeting.

2.2 Accident Investigations
|
ONGC and Oil India Ltd. report all incidents to OISD. All major and fatal incidents are required to be informed to OISD within 24 hours of happening. OISD members are associating in major accident Enquiry Committees. Cause of accident and appropriate recommendations are circulated to avoid similar accidents in future.
Quarterly incident reports are reviewed & analyzed and conclusions informed to the industry so that occurrence of similar incidents reduce.

2.4 Other areas of activities of E&P Group
|

Have with entrusted with preparation of Offshore Safety Rules by MOP&NG. This work is underway, as on 1st March, 2006.

Tie-up with international agencies in HSE areas namely PSA, Norway; HSE, UK and MMS, USA.
|
| 3. |
‘Capacity building’ in the areas related to offshore safety.
|
| 4. |
It is planned to conduct 5 days workshop in the month of April 2006 in Delhi on “Offshore Audit’ by experts from Petroleum Safety Authority, Norway. This workshop will be attended by Offshore senior officers (Process, Drilling and IMR) besides OISD personnel.

2.5 The Safety Directorate shall have the following
functions and responsibilities :
|
| It shall :

a) |
Oversee the implementation of all the decisions of the Safety Council.
|
b) |
Keep abreast of the latest design and operating practices in the area of safety and fire fighting in the
hydrocarbon processing industry in the developed countries, so as to develop standards and codes that
would be suitable for the conditions in India;
|
c) |
Liase with the statutory organization on current views and developments and help evolve a concerted effort for the industry;
|
d) |
Carry out periodic safety audits, review, suggest procedures for improvements and report on the implementation
of the suggestions to Safety Council;
|
e) |
Collect the relevant information and exchange it with the members of the Oil Industry including information
regarding near accidents, accidents and disasters occurring in the oil industry and shall also organize inter-country
meetings for exchange of experience;
|
f) |
Carry out enquiries into accidents, whenever required and provide support to Enquiry Committees set up by the Government;
|
g) |
Ensure implementation of all approved codes of practices for industrial hygiene;
|
h) |
Review practices in the storage and handling of dangerous chemicals and ensure compliance with latest standards;
|
i) |
Review disaster control procedures and company preparedness; |
j) |
Review implant training programs with regard to safety;
|
k) |
Specify critical drawing / layouts that need to be vetted by Safety Specialists at the design stage and
carry out spot checks of design standards based on site audit findings to serve as feed-back for establishing
new standards at the design stage, and stage, and
|
l) |
Review zoning regulations around installations and advise industry / state DIC's. |
