1) PIPELINE MAPS: OISD is not a source of maps for various pipelines in India. The related information can be had from individual oil industry operating the pipelines.

2) PIPELINE ECONOMICS: OISD is not a source of information on the economic viability of the pipelines under operation or in project stage. The individual oil industry operating the pipelines are responsible for evaluating economic operation of the pipelines under their jurisdiction.

4) Pipeline Group: Pipeline Group created in the year 1986 is responsible for all matters pertaining to the safety in operations of Pipeline under the Ministry of Petroleum and Natural Gas. The functions of Pipeline Group include :

a. Developing industrial standards that encourage the safe and environmental friendly pipeline transportation system.

b. Carrying out external safety audits (ESA) of pipelines under the Ministry of Petroleum and Natural Gas and giving recommendations about safety in the operation and maintenance of pipeline.

c. Monitoring of ESA recommendations and to see that the recommendations are properly implemented in a planned manner.

d. Carrying out pre-commissioning safety audits of newly laid pipelines and facilities.

e. Investigations of Accidents in Pipeline Industry.

f. Conducting workshops for enhancing awareness about safety in pipeline markets.

g. Maintaining liaison with the industry members as may be required to carry out its tasks.


5) ESAs: The Pipelines Group conducts external safety audits of pipelines under the Ministry of Petroleum and Natural Gas. In order to utilize the resources of OISD in best possible way, the pipelines group conducts ESA of only those pipelines which are more than 75 KMS in length. In addition, the pipelines shorter than 75 KMS also can be audited on the request of the operating company and depending upon the severity of pipeline operation. The periodicity of carrying out first two ESAs are 3 years and subsequent ESA at an interval of 5 years. During ESAs, the findings of the committee are forwarded to the operating Company as recommendations and the operating company is required to implement those recommendations in order to ensure the safe operation of pipeline.

6) MONITORING: The recommendations of external safety audits are being monitored by the pipeline group so as to ensure maximum safety of pipeline operation. At present, the periodicity of monitoring is quarterly which is done by receiving quarterly reports from the industry. The reports are sent to Ministry of Petroleum and Natural Gas for their information. The status of implementation of the recommendations is also reviewed in Steering Committee Meeting and in Safety Council Meeting.


7) ACCIDENT INVESTIGATION:The pipeline industry under Ministry of Petroleum and Natural Gas is required to inform all the accidents to OISD. The members of pipeline group are associated in enquiry committees. The enquiry committees looks into the causes of accidents and give appropriate recommendations so as to avoid accidents of same or similar nature in future. These  recommendations are circulated among the members for maximum awareness.

The pipeline group receives quarterly incident reports from the industry and analyses the reports. The findings if any, are circulated among industry members.

8) WORKSHOP: The pipeline group conducts workshops pertaining to safety in pipeline operation for exchanging the views and knowledge among different industry members. The subject and the venue is circulated among the members for receiving maximum nominations from the industry.

9) PREPARATION OF STANDARDS: OISD has published standards related to safety in design, construction, operation and maintenance in oil and gas industry. The Pipeline Group in association with experts from the industry has published the following standards which are necessary to ensure sound pipeline transportation system:

10) SURPRISE SAFETY AUDITS: The Pipeline group conducts surprise safety audits of Pipeline installations to further strengthen the safety in Pipeline industry and to ensure the total Vigilance of Pipeline operators towards safety of Pipeline Operations.

11) SAFETY AWARDS: In order to generate competitiveness towards safety in Pipeline operation, OISD gives award to the best performer every year. The award is decided based on safety performance evaluating data. This data takes care of various penalty points on loss time accidents, fatalities, losses, production losses and in direct losses.
