OISD (Oil Industry Safety Directorate) is a technical directorate under the Ministry of Petroleum and Natural Gas that formulates and coordinates the implementation of a series of self-regulatory measures aimed at enhancing safety in the Oil & Gas industry in India. OISD was established in 1986.
OISD consists of a small core group of technical experts from various disciplines, on deputation from the Oil & Gas industry. Headed by an Executive Director, OISD receives its direction and guidance from the Safety Council — the apex body on safety in the Ministry of Petroleum and Natural Gas, headed by the Secretary, MoPNG, and comprising senior officials, chief executives of Oil & Gas companies, and heads of the concerned statutory and advisory bodies. OISD coordinates with experts from the industry through various committees to carry out its major activities.
No. The Safety Council/OISD does not supplant, or in any way take away, the present responsibilities of statutory agencies such as DGMS, CCE, the Inspectorate of Boilers, Factories Inspectors, and similar bodies. It also does not dilute the responsibility of the Chief Executives of Oil & Gas companies, who remain ultimately accountable for safety measures within their own organisations.
OISD's major activities include:
Several OISD Standards have statutory backing — for example, OISD-STD-105, 116, 117, 118, 141, and 156 are incorporated into the Petroleum Rules, 2002, and further standards are referenced under the Gas Cylinder Rules, 2016 and the Oil Mines Regulations, 2017. Where a standard is cited in applicable statutory rules, compliance is mandatory; industry users are strongly advised to refer to all relevant OISD Standards, Guidelines, and Recommended Practices applicable to their installation before arriving at any conclusion.
The list of published OISD Standards is available under OISD Standards List on this website. To obtain the latest revised editions, you will need to register on the website; standards can then be purchased online. Current pricing is ₹10,500 (inclusive of GST) for a single standard and ₹2,10,000 (inclusive of GST) for the complete set. Full details are available on our Purchase of Standards page, including the payment link and a user manual for the process.
Registration is required only if you wish to purchase or download the latest editions of OISD Standards. Browsing general content on this website does not require registration. See the Purchase of Standards page for the registration and application process.
